Enfin, pas vraiment un livre\u00a0; un demi-livre serait plus pr\u00e9cis.<em>\u00a0Qu&#039;est-ce que \u00e7a peut vous faire de ce que pensent les autres ?\u00a0<\/em>C&#039;\u00e9tait une sorte d&#039;autobiographie : la premi\u00e8re partie parlait de mon enfance \u00e0 New York et de ma nomination comme chef de groupe pour la division th\u00e9orique \u00e0 Los Alamos sur le projet Manhattan.\u00a0<\/p><p>Feynman a d\u00fb percevoir l&#039;ironie de la tournure des \u00e9v\u00e9nements. Si vous \u00eates fan du film \u00e0 succ\u00e8s Oppenheimer, sorti l&#039;ann\u00e9e derni\u00e8re, vous le trouverez int\u00e9ressant. Ce qui est pertinent ici, c&#039;est l&#039;autre partie du livre\u00a0: son t\u00e9moignage personnel lors de sa participation \u00e0 la Commission pr\u00e9sidentielle sur l&#039;accident de la navette spatiale Challenger, plus connue sous le nom de Commission Rogers. Feynman a r\u00e9v\u00e9l\u00e9 que les joints toriques du propulseur \u00e0 poudre se r\u00e9tractaient par temps froid en plongeant l&#039;un d&#039;eux dans un pichet d&#039;eau glac\u00e9e devant une salle remplie de journalistes et de cam\u00e9ras de t\u00e9l\u00e9vision.<\/p><p>Il a bien fait valoir son point de vue, n&#039;est-ce pas ?<\/p><p>Aucune enqu\u00eate ne parvient \u00e0 capter l&#039;int\u00e9r\u00eat du public. Challenger fut le premier \u00e9v\u00e9nement mortel en vol du programme spatial, vu en direct par des millions de personnes. Quatre mois plus tard, la publication du rapport de la Commission Rogers faisait la une du journal t\u00e9l\u00e9vis\u00e9 du soir. Le pr\u00e9sentateur de CBS News, Dan Rather, a d\u00e9crit le lancement comme \u00ab\u00a0\u2026 le triomphe d&#039;une politique malhonn\u00eate sur la science et les donn\u00e9es fiables\u00a0\u00bb.<\/p><p>S&#039;il avait lu l&#039;annexe de Feynman au rapport, Rather n&#039;aurait pas exprim\u00e9 les choses de cette fa\u00e7on. Certes, des pressions ont \u00e9t\u00e9 exerc\u00e9es sur le fournisseur de propulsion de la NASA pour qu&#039;il accepte une d\u00e9rogation aux exigences de temp\u00e9rature minimale de lancement\u00a0; certes, ces pressions \u00e9taient motiv\u00e9es par le d\u00e9sir de plaire aux responsables politiques et au public, qui tous aspiraient \u00e0 voir l&#039;espace.\u00a0<em>vol<\/em>.<\/p><p>Alors, quoi de neuf ?<\/p><p>Selon Feynman (et comme il \u00e9tait si \u00e9tonnamment dou\u00e9 pour les expliquer), la racine de l\u2019\u00e9chec \u00e9tait simplement que les responsables de la gestion de la science spatiale ignoraient les donn\u00e9es et la science lorsque celles-ci entravaient les vols spatiaux.\u00a0<\/p><p><strong>Le processus d&#039;enqu\u00eate<\/strong><\/p><p>Dans\u00a0<em>Qu&#039;est-ce que \u00e7a peut te faire<\/em>Feynman raconte comment un \u00e9tranger comme lui a fini par rendre publiques des preuves prouvant que le joint torique \u00e9tait la cause du drame. Son r\u00e9cit personnel du processus d&#039;enqu\u00eate devrait \u00eatre lu par toute personne impliqu\u00e9e dans une enqu\u00eate, \u00e0 commencer par ceux qui choisissent les membres de l&#039;\u00e9quipe.\u00a0<\/p><p>Comme on pouvait s&#039;y attendre, le\u00a0<em>Pr\u00e9sidentiel<\/em>\u00a0La commission \u00e9tait compos\u00e9e d&#039;initi\u00e9s politiques et a\u00e9rospatiaux ; l&#039;ajout d&#039;un laur\u00e9at du prix Nobel <em>th\u00e9orique<\/em>Le physicien n&#039;\u00e9tait qu&#039;une fa\u00e7ade. Visiblement choisi par quelqu&#039;un qui ne le connaissait pas, pensant que Feynman se contenterait de le suivre.\u00a0<\/p><p>L&#039;\u00e9pouse de Feynman l&#039;a convaincu d&#039;accepter le poste\u00a0: \u00ab\u00a0Si tu ne le fais pas, douze personnes iront d&#039;un endroit \u00e0 l&#039;autre ensemble. Si tu rejoins la commission, il y en aura onze\u2026 tandis que la douzi\u00e8me sillonnera les lieux pour v\u00e9rifier toutes sortes de choses inhabituelles. Il n&#039;y aura probablement rien, mais si c&#039;est le cas, tu trouveras.\u00a0\u00bb\u00a0\u00a0<\/p><p>Il l&#039;a fait.<\/p><p>La Commission avait sa m\u00e9thode\u00a0; Feynman avait la sienne. En bon scientifique, Feynman commen\u00e7a \u00e0 formuler des hypoth\u00e8ses, \u00e0 collecter des donn\u00e9es et, contre la volont\u00e9 de Rogers, \u00e0 s&#039;adresser directement aux ing\u00e9nieurs. \u00ab\u00a0Ils arrivaient avec leurs carnets, soigneusement organis\u00e9s, et commen\u00e7aient \u00e0\u2026 m&#039;expliquer tout \u00e0 la mani\u00e8re habituelle de la NASA, avec des tableaux et des graphiques\u2026 le tout avec des puces, bien s\u00fbr.\u00a0\u00bb<\/p><p>\u00ab Vous ne restez pas assis l\u00e0 \u00e0 les laisser passer ce qu&#039;ils pensent \u00eatre int\u00e9ressant ; au lieu de cela, vous posez beaucoup de questions, vous obtenez des r\u00e9ponses rapides et bient\u00f4t vous commencez \u00e0 comprendre les circonstances et \u00e0 apprendre exactement quoi demander pour obtenir l&#039;information suivante dont vous avez besoin. \u00bb<\/p><p>Feynman n&#039;h\u00e9sitait pas non plus \u00e0 creuser ce qu&#039;il appelait des \u00ab\u00a0incertitudes\u00a0\u00bb, en \u00ab\u00a0posant mes habituelles questions idiotes\u00a0\u00bb. Il appr\u00e9ciait que ses interlocuteurs pensent qu&#039;il enqu\u00eatait sur leurs erreurs. \u00ab\u00a0Nous discutions des d\u00e9tails, et \u00e7a fait des merveilles. Ils avaient l&#039;impression que j&#039;\u00e9tais quelqu&#039;un de normal, au courant de leurs probl\u00e8mes techniques.\u00a0\u00bb<\/p><p>Quant \u00e0 savoir d&#039;o\u00f9 Feynman avait tir\u00e9 les conclusions concernant le probl\u00e8me des joints toriques, il semble que les membres du corps des astronautes de la NASA savaient qu&#039;il existait des informations montrant qu&#039;ils n&#039;\u00e9taient pas r\u00e9sistants aux basses temp\u00e9ratures. Mais personne ne voulait mettre sa carri\u00e8re en danger en divulguant l&#039;information\u00a0; l&#039;information a plut\u00f4t \u00e9t\u00e9 transmise \u00e0 un interm\u00e9diaire, qui a invent\u00e9 une histoire de r\u00e9paration automobile par temps froid et de probl\u00e8me avec un joint de carburateur. Cela a suffi \u00e0 mettre Feynman sur le coup.<\/p><p>Voil\u00e0 pour les d\u00e9nonciations.<\/p><p><strong>Le TITAN<\/strong><\/p><p>Le dernier opus de ma collection est l&#039;enqu\u00eate men\u00e9e par les garde-c\u00f4tes sur l&#039;implosion du Titan lors de l&#039;exploration de l&#039;\u00e9pave du Titanic. Vous vous souviendrez de cette trag\u00e9die\u00a0: cinq personnes ont p\u00e9ri \u00e0 plus de 3\u00a0600 m\u00e8tres de profondeur, dont Richard Stockton Rush, pilote du submersible, propri\u00e9taire et PDG de l&#039;entreprise.<\/p><p>Avec ses 327 pages, ce livre tient plus du livre que du rapport. Il faut f\u00e9liciter la Commission d&#039;enqu\u00eate sur la Marine pour avoir compil\u00e9 un recueil exhaustif de faits et de preuves, r\u00e9alis\u00e9 cinquante-six pages d&#039;analyse et produit sept pages de conclusions fond\u00e9es sur ces faits.\u00a0<\/p><p>Si vous n&#039;avez lu aucun rapport sur les conclusions de l&#039;enqu\u00eate, vous vous demandez probablement \u00e0 qui, parmi les suspects habituels, le Conseil a imput\u00e9 la responsabilit\u00e9. \u00c9tait-ce la culture, la conformit\u00e9, la conception, l&#039;exploitation, la maintenance, les raccourcis ou la mauvaise gestion\u00a0?<\/p><p>Pardonnez mon cynisme sur cet aspect du processus d&#039;enqu\u00eate\u00a0: des ann\u00e9es de lecture de rapports sur des \u00e9v\u00e9nements tr\u00e8s m\u00e9diatis\u00e9s ont eu un impact. G\u00e9n\u00e9ralement, la cause profonde se trouve dans quelque chose d&#039;inconnu\u00a0: le syst\u00e8me, la culture, la direction, parfois m\u00eame \u00ab\u00a0la City\u00a0\u00bb. Affaire class\u00e9e. \u00c7a fait un bon titre\u00a0; de toute fa\u00e7on, personne ne lit le rapport.<\/p><p>Heureusement, l&#039;enqu\u00eate sur le Titan n&#039;en faisait pas partie. Il serait judicieux de lire les conclusions du Conseil, choquantes par leur ton et leurs critiques\u00a0: conception non test\u00e9e du submersible, fausses d\u00e9clarations aux autorit\u00e9s comp\u00e9tentes et malversations \u00e0 chaque \u00e9tape de son exploitation. En r\u00e9sum\u00e9\u00a0: \u00ab\u00a0M. Rush, en sa double qualit\u00e9 de PDG et de commandant ou pilote par int\u00e9rim du submersible TITAN, a fait preuve de n\u00e9gligence ayant contribu\u00e9 \u00e0 la mort de quatre personnes\u00a0\u00bb et \u00ab\u00a0\u2026 pourrait engager sa responsabilit\u00e9 p\u00e9nale\u2026\u00a0\u00bb.<\/p><p>M. Rush est maintenant parti, son entreprise ayant cess\u00e9 ses activit\u00e9s, ce qui rend cette d\u00e9cision sans objet. Mais au moment des faits, le conseil d&#039;administration a d\u00e9crit la r\u00e9alit\u00e9 op\u00e9rationnelle\u00a0: \u00ab\u00a0La culture de s\u00e9curit\u00e9 toxique, la structure de l&#039;entreprise et les pratiques op\u00e9rationnelles d&#039;OceanGate pr\u00e9sentaient de graves lacunes, et au c\u0153ur de ces d\u00e9faillances se trouvaient des disparit\u00e9s flagrantes entre leurs protocoles de s\u00e9curit\u00e9 \u00e9crits et leurs pratiques r\u00e9elles.\u00a0\u00bb<\/p><p>Dans un tel contexte, on pourrait se demander pourquoi personne n&#039;a alert\u00e9. Il s&#039;av\u00e8re que le Titan \u00e9tait l&#039;un des rares cas o\u00f9 quelqu&#039;un l&#039;a fait\u00a0: le directeur des op\u00e9rations. Apr\u00e8s avoir inspect\u00e9 la coque du submersible, il a soulev\u00e9 de nombreuses objections concernant sa conception et sa construction aupr\u00e8s du PDG. Peu apr\u00e8s, il a \u00e9t\u00e9 licenci\u00e9.\u00a0<\/p><p>Il a ensuite port\u00e9 l&#039;affaire devant l&#039;OSHA, estimant qu&#039;il s&#039;agissait d&#039;un cas mettant en danger la s\u00e9curit\u00e9 des employ\u00e9s et du public. L&#039;organisme de r\u00e9glementation lui a accord\u00e9 une protection juridique en tant que lanceur d&#039;alerte et a transmis l&#039;affaire aux garde-c\u00f4tes. Ensemble, ils sont rest\u00e9s inactifs pendant cinq ans. Lorsque le TITAN a implos\u00e9, ils ont ouvert une enqu\u00eate.<\/p><p>Leur rapport est rempli de critiques \u00e0 l\u2019encontre de Rush et d\u2019OceanGate, mais n\u2019offre aucune explication quant \u00e0 la raison pour laquelle rien ne s\u2019est produit lorsque quelqu\u2019un a tir\u00e9 la sonnette d\u2019alarme.<\/p><p><strong>Constatations et recommandations<\/strong><\/p><p>Si vous \u00e9tudiez le processus d&#039;enqu\u00eate, le plus int\u00e9ressant dans l&#039;histoire de Feynman est ce qui s&#039;est pass\u00e9 apr\u00e8s la collecte des faits et la pr\u00e9paration des conclusions et des recommandations. Feynman a remis son rapport\u00a0; il a \u00e9t\u00e9 enterr\u00e9. Il l&#039;a d\u00e9terr\u00e9\u00a0; il a \u00e9t\u00e9 perdu \u00e0 nouveau. Une fois retrouv\u00e9, quelqu&#039;un l&#039;a modifi\u00e9. \u00ab\u00a0J&#039;avais l&#039;impression que mon rapport manquait toujours, ou \u00e9tait incomplet. Il aurait pu s&#039;agir d&#039;erreurs, mais il y en avait trop.\u00a0\u00bb<\/p><p>Encore un exemple de ce qui est louche.<\/p><p>C&#039;est \u00e0 ce moment-l\u00e0 que Feynman a tir\u00e9 la sonnette d&#039;alarme. \u00ab Veuillez retirer ma signature du rapport, sauf si deux \u00e9v\u00e9nements se produisent \u00bb, a-t-il inform\u00e9 le pr\u00e9sident Rogers. Par \u00e9crit.\u00a0<\/p><p>Feynman estimait qu&#039;il pouvait toujours publier sa version des faits, \u00ab\u00a0Observations personnelles sur la fiabilit\u00e9 de la navette\u00a0\u00bb, telle qu&#039;il l&#039;avait r\u00e9dig\u00e9e. L&#039;absence flagrante de la signature du membre ayant bris\u00e9 l&#039;histoire du sceau aurait nui \u00e0 la cr\u00e9dibilit\u00e9 du rapport.\u00a0<\/p><p>Pour faire court, les dirigeants ont c\u00e9d\u00e9. Les observations personnelles de Feynman ont \u00e9t\u00e9 publi\u00e9es en annexe F \u2013 telles que r\u00e9dig\u00e9es. Sa conclusion\u00a0: \u00ab\u00a0Pour qu&#039;une technologie soit efficace, la r\u00e9alit\u00e9 doit primer sur les relations publiques, car la nature ne peut \u00eatre dup\u00e9e.\u00a0\u00bb<\/p><p>Dans ma collection de rapports d&#039;enqu\u00eate, je ne trouve pas de conclusion plus conclusive. Merci, Dr Feynman, d&#039;avoir montr\u00e9 l&#039;exemple, tant pour le processus d&#039;enqu\u00eate que pour avoir d\u00e9nonc\u00e9 les faits.<\/p><p><strong>Quant \u00e0 toi<\/strong><\/p><p>Une chose est s\u00fbre\u00a0: vous ne vous retrouverez jamais m\u00eal\u00e9 aux affaires du Titan ou de la navette spatiale, \u00e0 vous demander quand et comment d\u00e9noncer. Tous deux ont officiellement ferm\u00e9 leurs portes. Pourtant, il y a une certaine sagesse dans cette observation de Mark Twain\u00a0: \u00ab\u00a0L\u2019histoire ne se r\u00e9p\u00e8te pas, mais elle rime souvent.\u00a0\u00bb Il est tout \u00e0 fait possible que vous vous retrouviez un jour dans l\u2019une de ces situations d\u00e9licates o\u00f9 d\u00e9noncer serait une option.\u00a0<\/p><p>Peut-\u00eatre que vous l&#039;avez d\u00e9j\u00e0 fait.<\/p><p>Donner l&#039;alerte est le dernier recours\u00a0; d&#039;autres solutions se pr\u00e9sentent en chemin. Acceptez cette option, c&#039;est le plus difficile.
